Looking at the 1923 list, the first thing I notice is an LM Montgomery book, to which my immediate reaction is "YESSS" until I remember she's Canadian. :P
This conversation made me curious, so I did some research. AND WHAT DO YOU THINK?! Turns out, because "Emily" is post-Anne and LMM was famous, Emily of New Moon was published SIMULTANEOUSLY in the US and Canada! So according to current Newbery rules (which are the ones I go by), it's eligible after all! :D
